2015-2016 Status Update

Training

Elgin St. Thomas Public Health will take the following steps to ensure employees are provided with the training needed to meet Ontario’s accessible laws by January 1, 2015:

  • In addition to ESTPH current training requirements for AODA, all employees including volunteers and all person providing goods, services or facilities on behalf of ESTPH will be required to complete training on the Integrated Accessibility Standards and the Human Rights Code as it pertains to people with disabilities.

In the fall of 2014, ESTPH introduced to its mandatory training requirements for all staff, that along with training for the Customer Service Standards, that all staff receiving training with respect to the Human Rights Code as it pertains to persons with disabilities under the requirements for the Integrated Accessibility Standards.

Information and Communication

Elgin St. Thomas Public Health will take the following steps to make all new websites and content on those sites conform with WCAG 2.0, Level A by January 1, 2014:

  • New websites (elginfoodsafety.on.ca) will be developed to conform to WCAG 2.0, Level A.

In December of 2013, ESTPH launched a new website, elginfoodsafety.on.ca.  This was developed to be complaint with WCAG 2.0, Level A.

 

In May of 2015, ESTPH launched a new main website, www.elginhealth.on.ca and the elginfoodsafety was incorporated into this site.  These are WCAG 2.0 Level AA complain.

 

Elgin St. Thomas Public Health will take the following steps to ensure existing feedback processes are accessible to people with disabilities upon request by January 1, 2015:

  • Review existing feedback processes that include online, telephone/voice and in writing for effectiveness and alternatives,
  • Provide awareness and or training to all reception staff on the process of assisting clients in providing feedback,

In 2014 and as part of ESTPH’s commitment to Quality Assurance and Professional Practice, a simple feedback survey was developed for clients to complete in our clinical services area.  The survey was made accessible on our website as well.  In 2016, we introduced an iPad to our clinical services area that is set to our website where this survey as well as our AODA specific feedback mechanism can be accessed.

 

Elgin St. Thomas Public Health will take the following steps to make sure all publicly available information is made accessible upon request by January 1, 2016:

  • Review and identify the best practices for providing accessible formats and communication supports if requested, addressing timing, cost, consultation with the person with the disability
  • Notification of the availability of differing formats;
  • Develop a process for staff to follow if requests for accessible format or communication cannot be provided
  • Review current guidelines for print material, such as the Canadian National Institute for the Blind (CNIB) Clear Print Accessibility Guidelines for print materials.

Any requests for differing formats and processes for staff flow to the ESTPH Office Manager, who, as per policy 10.3 of the Customer Service Standards would consult with the requestor to determine the appropriate solution.

 

The CNIB Clear Print Accessibility Guidelines was made available to staff on our intranet and sent to specific staff that are largely involved in the creation of print material.  In late fall of 2016 an RFP for graphic design firms will be created with attention to AODA as part of scope of work.

 

Elgin St. Thomas Public Health will take the following steps to make all websites and content conform with WCAG 2.0, Level AA by January 1, 2021:

  • Recommend that existing websites be tested against accessibility standards ensuring the site(s) comply with legal requirements such as the Accessibility for Ontarians with Disabilities Act (AODA), with a focus on content, text, headings, alternative text, and tables.
  • Consider a request for proposal (RFP) that identifies specific AODA requirements in order to contract a review/redesign of all ESTPH websites and web content to be WCAG 2.0, Level AA compliant.

In May of 2016, ESTPH launched a new website that is designed as WCAG 2.0, Level AA compliant.  As part of our RFP process and selection of website development firm, ESTPH committed to securing a firm with proven expertise in WCAG 2.0 and AODA.

 

In the summer of 2016, ESTPH contracted with a web governance firm with specialty in the area of accessibility.  Our sites are scanned regularly for A, AA, AAA errors, missing ALT attributes, heading structure, missing headings or bookmarks and images without text as an example.

Employment

Elgin St. Thomas Public Health will take the following steps to develop and put in place a process for developing individual accommodation plans and return-to-work policies for employees that have been absent due to a disability (January 1, 2016):

  • Expand current practice of developing individual accommodations for employees with disabilities
  • Expand current return to work process for employees who have been absent from work due to a disability and require disability-related accommodations
  • Inform employees of changes in existing policies on the provision of job accommodations

 

We will take the following steps to ensure the accessibility needs of employees with disabilities needs are taken into account if Elgin St. Thomas Public Health is using performance management, career development, and redeployment processes (January 1, 2016):

  • Expand current practice to take into account the accessibility needs of employees with disabilities.

 

In January 2014, ESTPH created a policy, Duty to Accommodate Policy / Return to Work (RTW) Planning. This policy addresses general accommodations and the process of accommodations during the RTW.

 

As part of our careers section on elginhealth.on.ca ESTPH created a statement about our commitment to the standards set out in the Accessibility for Ontarians with Disabilities Act (AODA) Customer Service Regulation.  ESTPH is committed to providing a workplace accessible for persons with disabilities. ESTPH states, “Should you be contacted by Human Resources as part of our selection process and require any support and/or assistive devices throughout our recruitment and selection process, please notify the Human Resources representative who has contacted you”.

 

ESTPH will work with applicable staff and bargaining units to address an accommodation matter should they be required.
